Job Description

Perform all the functions of a Ships Safety Officer IAW NAVSEA 0905-485-6010 Manual for the Control of Testing and Ship Conditions and all local Shipyard Standard Procedure’s (SSP), Multi-Department Direction’s (MDD), and Single Department Direction (SDD’s). SSO’s duties and responsibilities but are not limited to the following: Act as chairman of the Ship Safety Council Maintain knowledge and administrative control of ship conditions and system status related to ship safety and watertight integrity; provide for the preparation, issue and maintenance of the Watertight Integrity Status Bill (WISB) and Ship Plan-of-the-Day (SPOD) Act as the shipyard point of contact with the ship's Commanding Officer and his representatives concerning ship conditions except for nuclear plant conditions. Ensure that Ship Safety Watch (SSW) turnover logs/instructions are complete, thorough, and accurate for new construction ships. Be responsible for the actions of all Ship Safety Superintendents (SSS) assigned to his ship while they are on duty. Identify hazardous conditions created by proposed actions, resolve conflicts, and disapprove actions as necessary to maintain safe ship conditions; submit proposed changes to ship conditions to the SSC. Ensure that lines of communication exist between ship's force, trade supervisors, chief test engineers, and the shipyard scheduling activity to ensure that all nuclear and non-nuclear work efforts, including test procedures and prerequisite lists which affect ship conditions, are brought to the attention of the SSC. These lines of communication must be adequate to ensure that the SSO is informed, in advance, of any productive work or testing which could cause a change to ship conditions. Qualifications Required: Minimum 5 years of experience in military, shipbuilding, ship repair, or manufacturing industry. Shall have a minimum of 6 months experience as either an Assistant Ship Superintendent, Ship Superintendent (Trainee), Production Line Supervisor, Test Engineer or a Progress man or their equivalents in a private shipyard while assigned to shipboard work on nuclear submarines, or the candidate shall hold a Navy qualification in submarines. Shall be knowledgeable of the characteristics, arrangement of compartments, tanks and accesses, and shipyard regulations, instructions, and orders pertaining to the security, safety, and watertight integrity of the ship to which assigned. Possess a working knowledge of Ripouts, TGI’s and other test related paperwork Knowledgeable in ship yard tagout procedures IAW SSP 7.39 A working knowledge of Watertight Integrity Permits (WIP), High Risk Evolutions, Safety Plan of the Day (SPOD) and Drill and the associated SSP’s, MDD’s and SDD’s. Preferred: Shipyard Test Experience Skills Be able to complete Electric Boat 6010 School Be able to complete qualifications as a Shift Test Director Be able to complete D272 SSO Qualification Card and associated practical factors. Be able to hold various meetings as a leader between EB personnel and USN.
