Open Source Intelligence (OSINT) Analyst - Junior responsibilities include providing information and analysis to stakeholders, monitoring & analyzing threats via social media posts/trends and preparing reports. Monitor and review OSINT, social media, and various platforms for risks and threats. Perform virtual checks, data gathering, and open-source information. Assesses information quickly and accurately for credibility, relevance, and importance. Ensures threat detection and proper reporting. Tracks upcoming and active risks and threats. Produce timely, useful, and relevant reports and threat assessments. Performs OSINT risk assessments and provides assessments for further research, background investigations, or law enforcement mitigation. Adheres to best practice standards and CFR compliance requirements and reporting.

Responsibilities:

Research and Analysis Activities
  • Research and analysis of threat information with the potential to impact the operations and safety related to open source information
  • Research, compile, organize, and analyze intelligence and information and produce assessments, bulletins, maps, charts and specialized reports to assist law enforcement, homeland security, government, and private sector customers securing and protecting constituents, customers, facilities, and structures.
  • Evaluate information and intelligence products from local, regional, national, and international entities for dissemination to public safety and health officials.
  • Prepare graphs, charts, and other illustrative products for visual presentation of data to customers.
  • Identify and research intelligence needs/trends/patterns related to open source information
  • Monitor OSINT and social media platforms for indicators of impending violent activity.
  • Conducts focused OSINT and social media research in support of MCAC internal stakeholders.
  • Conduct non-attributable research in accordance with MCAC policy.
  • Disseminates both raw information and finished reporting to MCAC internal stakeholders

Liaison/Outreach Activities
  • Collaborates with appropriate federal, state, local, and non-governmental entities to develop relevant key intelligence questions (KIQs) and standing information needs (SINs) for the State of Maryland.
  • Develop and maintain information sharing relationships related to open source data sources
  • Partner with other state, local and federal government agency to develop outreach, liaison, and training programs.
  • Develop briefing and outreach materials supporting the mutual sharing of information and intelligence related to open source data
  • Attend meetings of law enforcement and first responders to ensure that the groups are informed on current/emerging threats and to encourage sharing of suspicious activity with the MCAC.
  • Develop relationships with Subject Matter Experts in the various open source and first responder communities to support MCAC analysis.

Required Education: Baccalaureate degree in sociology, psychology, criminal justice, law enforcement, business/public administration or a closely related field.

Required Experience: Two years of open source and social media research, analysis or investigative experience

Preferred Education: Master's degree or higher in intelligence, communications, sociology, psychology, criminal justice, law enforcement, business/public administration or closely related field.

Preferred Experience: Experience in conducting outreach, liaison, training, analysis and reporting that supports intelligence analysis regarding domestic violent extremists and foreign terrorist organizations.

Required Knowledge, Skills and Abilities
  • Knowledge of classified and open source research and data analysis methods and techniques
  • Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions in order to effectively solve crimes. Experience working with Arc GIS Mapping, Pen Link or i2 analytical software
  • Familiarity with statistical analysis using Microsoft Excel or SSPS software
  • Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint)
  • Ability to communicate effectively orally and in writing to a wide range and number of audiences
  • Experience working with federal, state and local law enforcement databases
  • Demonstrated knowledge of open source intelligence collection, analysis, and dissemination.
  • Proficiency in data analysis tools and techniques.
  • Strong written and oral communication skills.
  • Ability to work independently and as part of a team.
  • Excellent attention to detail and organizational skills.
  • Ability to work extended hours as necessary. Employee may be required to work outside of normal duty hours during significant or special events and during crises or high-level investigations related to terrorism or criminal activities.
  • Knowledge of the Intelligence Cycle and Criminal Investigations
  • Knowledge in the collection, analyzing, and dissemination of criminal intelligence information
  • Ability to research a voluminous amount of databases to identify trends or patterns
  • Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations
  • Ability to effectively communicate both in oral and written form

Due to the nature of the work, applicant will be required to pass criminal background check and obtain a government-issued Security Clearance.
